The council approved a private-hangar lease agreement with Stormy LLC for a hangar pad identified as 2 North 4 East, intended for owner Scott Stratton. Airport staff said the airport layout plan and engineer-prepared hangar layout were completed to clarify pad locations and spacing as the airport expands north of existing hangars.
Engineers and local hangar owners described technical requirements: adjacent hangars generally lease 5 feet on each side (10-foot separation), FAA setback and taxiway clearances were considered, and individual hangar pads will require geotechnical reports addressing collapsible soils. Staff described the drainage strategy—hangar pads will tie into paved taxiways and a system of collection boxes and pipes that ultimately channel runoff toward existing drainage points—and said each pad’s utilities and drainage will be reviewed through the city’s engineering/permit process.
Council members pressed for assurances the airport's building codes and geotechnical requirements are up-to-date and enforceable. Staff said geotech testing and permit review are required for each new hangar pad and that airport standards have been applied in recent projects. The motion to approve the Stormy LLC lease passed after roll call with one recorded ‘no’ vote; council also asked staff to review whether any airport-code updates or additional geotech requirements are advisable given known soil conditions.
