Staff told the council the Appeals Board was created in 2020–2021 and has typically met infrequently (once or twice a year), with three members on the panel in prior practice. The code change shifts compensation from an individually negotiated contract to a consistent fee schedule and adds a complete list of the board’s duties and responsibilities to the municipal code.
During discussion council members asked how often the board meets and noted that other local jurisdictions do not always compensate similar volunteer boards. Staff and council agreed the likely financial exposure is modest — roughly a few hundred dollars annually under the proposed schedule — but adopted the fee schedule to formalize expectations and administrative processing.
Action taken: Councilman Fawcett moved to approve the ordinance; Councilman Hershey seconded. The council then approved Resolution 2025-46, adopting the compensation schedule and authorizing retroactive pay for the last four meetings. The votes were unanimous.
What happens next: Staff will implement the adopted fee schedule and update administrative procedures to pay Appeals Board members under the code rather than by contract.
