Commissioners back memo to council after survey shows interest in multipurpose building on town land

The Boulder Planning Commission reviewed community survey results on Dec. 16 and found the most interest centered on a multipurpose building on town-owned land north of Town Hall.

Commissioners heard that survey respondents commonly listed arts programming, fitness/sports space and makerspace-type uses; many respondents preferred mixed uses rather than a single-purpose facility. The commission discussed whether to expand the existing community building or build a new facility and noted funding is an open question. Colleen Thompson and other commissioners emphasized that the town must assess how much it can realistically support and who would pay for development or maintenance.

The arts council initially proposed an arts-focused facility in earlier conversations, but commissioners said prior private funding offers had failed to advance into construction. Staff and commissioners agreed the planning commission’s role is to reflect community interest in the general plan and to identify capital projects, while the town council and staff would take lead on financing and implementation. Commissioners also discussed ancillary technical needs, including whether a hydrology study would be needed to support any build and who would partner on that (Boulder Farmstead, Boulder Irrigation Company and Forest Service were mentioned as necessary partners for water studies).

Outcome and next steps: commissioners agreed to draft a memo to the incoming town council summarizing the survey results and their discussion and asking whether the council wants the town to pursue a capital project on town land. Staff will include the memo in materials for the council; further design, funding and implementation would follow only if the council signals support.
