Under an ordinance adopted in 2025 and the Washington County Solid Waste agreement, the council approved a 50cent per-month increase in garbage service, which equates to $1.50 more per quarterly bill. The mayor explained the change and opened the motion: "So I would, entertain a motion to approve the 50¢ a month increase in our garbage bills." Councilmembers moved, seconded and approved the increase by roll-call.
Votes recorded on the motion were: Andy (aye), Robin (aye), Megan (aye), Pam (aye) and Jeff (aye). The mayor said the change represents a 2.5% increase for the year and that the new rates will be reflected on resident bills.
The council also approved a motion to appoint Robin Smith as mayor pro tem; the motion was seconded and approved by roll call. Council approved the Dec. 10, 2025 minutes, December expenditures and the December financial statements, each by motion and roll call.
Council discussed internal financial controls during the review: the mayor said two signatures are used on checks and that expenditures above $5,000 require council approval. A councilmember requested a paper trail for mid-month approvals and the clerk agreed that written confirmation (email) could be used going forward.
No controversial action was taken; all items passed as presented.
