Duchesne County Commission approves routine permits, contracts, appointments and cybersecurity MOU

At its Nov. 17 meeting the Duchesne County Commission unanimously approved an approach permit, a plan-review contract, several appointments and reappointments, tax abatements and adjustments, payroll and vouchers, a beer license, and a memorandum of understanding with the Utah Cyber Center; the county also accepted a DNR PILT payment.
The Duchesne County Commission on Nov. 17 approved a series of routine administrative and fiscal items, including permits, contracts, appointments and a cybersecurity memorandum of understanding.
Approach permit: Commissioners approved approach permit 25-057 for an approach on 6000 South (Blue Bench area). Commissioner Killian made the motion, which was seconded and carried by voice vote.
Plan-review contract: The board approved a piecemeal plan-review agreement intended to address staffing shortages in the planning office. Commissioners noted the work would be performed off-hours under contract; staff confirmed plans and submitted documents are public records. The motion as recorded accepted the consultant contract presented.
Appointments and reappointments: The commission appointed Spencer Turmbo (as presented in the packet) to a planning-commission seat and reappointed Fred Kaminski to Special Service District No. 3 and to the Duchesne County Trails Committee. Commissioners said other openings will be advertised through Nov. 28 and appointments will be finalized in subsequent meetings.
Beer license and fiscal items: The county approved a beer license for the Speedy Goat convenience store under new ownership for the remainder of 2025 and for 2026. Commissioners also approved vouchers and payroll for the period ending Nov. 8, 2025; payroll covered 239 employees with total payroll of $482,003.98 and was approved by motion.
Tax abatements and adjustments: Treasurer Steven Potter presented a two-week tax-abatement report and several adjustments (including a parcel correction for a Family Dollar account). The commission accepted the abatements and approved the listed adjustments.
Cybersecurity MOU: IT Director Taylor Ward presented an addendum to the county’s existing state grant arrangements to add a patch-management service under the Utah Cyber Center program at no additional cost to the county. The commission approved the memorandum of understanding to accept that service.
DNR payment: The commission accepted a Payment in Lieu of Taxes (PILT) check from the Utah Department of Natural Resources totaling $43,145.70 for wildlife-resource lands within Duchesne County; staff received a watershed-restoration handout accompanying the payment.
Closed session and adjournment: The commission briefly met in closed session for personnel/medical service-provider discussion and returned with no action to take. A motion to adjourn concluded the meeting.
