Washington Terrace approves 38.5% city match for CDBG sewer rehabilitation application

WASHINGTON TERRACE — The Washington Terrace City Council unanimously approved a staff request on Jan. 20 to commit to a 38.5% city match for the Community Development Block Grant (CDBG) application for the 500 West trenchless sewer main rehabilitation project.

Amy, the city staff member presenting the item, told the council the project estimate is $350,886 and the application will request $215,795 in CDBG funding; the remaining share — approximately $135,091 — would come from the city, representing a 38.5% match. Amy emphasized that the council is approving the percentage (38.5%) as the city’s matching commitment and not a fixed dollar amount, because the final contract price will be determined by competitive bidding. If bids come in lower or higher, staff said they will adjust the dollar figure while maintaining the 38.5% percentage commitment or return to council if additional funds are required.

Amy said the application is nearly complete and that formal bidding and contract approval would occur before project work begins; she expected the grant award timeline and bidding to occur in the spring/summer months. Councilmembers noted the state still has prior-year funds to distribute for previously approved projects and that staff will coordinate with the state if the requested CDBG award must be amended.

Councilmember Cheryl moved to approve the 38.5% commitment and the motion was seconded; the motion passed unanimously.

Next steps include finalizing the application, submitting it to the state, and bringing formal bid and contract documents to council for approval if the grant is awarded and the project proceeds.
