Commission approves Hidden Canyon glamping/cabin conditional use permit with conditions

The Planning & Zoning Commission voted to approve a commercial conditional use permit for Hidden Canyon Holdings LLC on Dec. 10 for a 171.14-acre site to support cabins, glamping units, a small restaurant and an event center.

Staff and the applicant described site layout as a loop with scattered units and a central dedicated open space. The developer said water will come from an on-site source called 'Big Springs' and reported final Division of Drinking Water approval to build the water system and tank. Wastewater is expected to connect to a planned wastewater-reclamation facility in the future. A geotechnical report identified localized collapsible soils; engineering recommended over-excavating those spots and replacing them with structural fill prior to building.

Traffic and emergency-access details were reviewed: the county and state require a 20-foot width at the main state access; the project proposes 20-foot two-way travel lanes with 2-foot shoulders and frequent pullouts to maintain two-way operations and allow emergency access. Noise limitations were discussed (the draft references an 11:00 p.m. noise cutoff consistent with nuisance code); commissioners debated whether 11:00 p.m. was appropriate for a backcountry setting.

A motion to approve the conditional use permit with conditions in the staff report passed by voice vote. Staff will incorporate geotechnical, access, and noise conditions into the permit record and monitor required state approvals for water and wastewater facilities.
