The North Logan Planning Commission approved a plat amendment on Oct. 23 to convert an agricultural remainder in the Electric Power Systems Phase 1 subdivision into a buildable lot, allowing a proposed light‑manufacturing facility to pursue subdivision improvement and building permits.
Staff explained the original 2018 plat intentionally left two parcels as agricultural remainders (Greenbelt) to lower assessment at the time; the owner now proposes pulling one remainder out of Greenbelt and designating it as a building lot. The lot will be served by utility easements and private connections to city mains; staff said the private access lane is a 40‑foot access easement with a 30‑foot drivable surface, which exceeds the fire‑code requirement for access and is adequate for truck turning radii associated with a manufacturing use.
Because the lot will rely on private access rather than direct frontage on a publicly dedicated street, staff advised the commission to include the necessary findings under the code’s flag‑lot criteria (section 12.D.206). Staff noted the parcel will still be required to submit a subdivision improvement plan to demonstrate utility connections meet the city’s design standards.
A motion was made and seconded to approve SUB 202505 Electric Power Systems Subdivision Phase 1 First Amendment, incorporating the staff report, facts and findings and addressing the flag‑lot code provisions. The motion passed by voice vote with no recorded opposition.
The commission’s approval authorizes the plat change; subsequent steps include the applicant’s submission of subdivision improvement plans and building permits. Staff also reminded the commission of training and upcoming BRAG workshops and the commission adjourned.
For the record: earlier in the agenda the commission also approved a routine conditional use permit for a single‑family short‑term rental at 1570 East 2100 North as a consent item; that motion incorporated staff findings and conditions and passed by voice vote.
