Board hears $22,000 in outstanding fines as members debate 'fine-free' timing

At the Jan. 8 meeting, Trent Bateman reported that the library typically collects about $6,000 a year in fines but currently has nearly $22,000 outstanding in fines and about $14,000 in lost-item charges. "We have a lot outstanding in fines, almost $22,000," Bateman said, and he noted one account of about $1,700 resulted from a system glitch that allowed fines to keep accruing.
Board members weighed a proposal to go fine-free. Supporters said waiving fines can encourage returns and reduce barriers; opponents cautioned that it may be the wrong time amid a major remodel and transition. "I think that's the wrong timing for the library to do that," Jen Albrecht said, arguing the library is undergoing many changes and relies on fine revenue for some costs. Staff said they frequently waived fines during the move and would continue to work with patrons individually to resolve balances.
Bateman said accounts under $20 in fines or lost items are still allowed to check out, but higher balances require payment or other resolution. The board did not vote on a permanent policy change; members agreed to clean up outstanding accounts and to revisit the question at a later date once transitions settle.
Next steps: staff will audit outstanding accounts (including correcting the system-glitch account), continue waiving small fines related to the move as appropriate, and bring any formal fine-free proposal back to the board for consideration.
