Sunrise Engineering lead planner Gabby Blackburn presented Duchesne County’s general‑plan update process, describing a multi‑stage effort: inventory and analysis, scenario‑based projections, targeted public engagement at local events, stakeholder interviews, drafting and public review, with county adoption targeted for February 2026.
Blackburn said the team will use a website, stakeholder interviews and a public survey to gather input and will aim to keep the survey concise while collecting demographic qualifiers (age, location, years lived) and suggested making household‑income questions optional. Commissioners asked for clearer geolocation or IP‑tracking to identify out‑of‑area responses, additions to the stakeholder list (schools, water districts), and suggested incentives or drawings to improve response rates. Blackburn agreed to revise the survey and share the stakeholder list privately with commissioners and asked for feedback by late March so goals can be posted in May.
Commission discussion emphasized the importance of resilience, water‑resource scenarios and external influences on county growth. Blackburn said the project is "a marathon, not a sprint" and that more detailed analysis and public outreach will follow in coming months.
The planning commission encouraged staff and Sunrise to refine survey qualifiers, secure stakeholder invitations (including water districts and school representatives) and return revised materials before the next planning commission meeting for further guidance.
