Gunnison City Council approved several municipal-fee updates and adopted an ordinance to codify a locally approved wrap tax.
Staff presented Resolution 25-17, a package of fee-schedule amendments that includes new rental fees for the city’s stage, modest rental charges for decorations and weekend equipment use, and a revision to culinary water rates. The proposal included a 1% uniform increase across tiers and a new base tier of 0–4,000 gallons at $34.15; staff said roughly 56% of accounts would see a bill reduction under the new tiering while very large water users would see modest increases. Staff estimated a 1% increase would add about $10,000 to the water fund in the coming year.
Unidentified Speaker 5 explained the change: "What this new base tier does effectively is roughly 56% of the residents don't use more than 4,000 gallons of water" and the revised tiering redistributes costs modestly toward higher users.
Council moved, seconded and unanimously approved the fee-schedule amendments and the water-rate change. Separately, the council considered and unanimously adopted Ordinance 2025-10 to codify and impose a local wrap tax that had previously passed an election. Staff said the ordinance codifies the tax in municipal code and sets an effective schedule; collection timing and any state-level particulars remain subject to state tax commission processes.
Next steps: staff will implement the fee schedule amendments, adjust utility billing as required, and publish the codified wrap-tax ordinance and effective date information once state processes are confirmed.
