Hurricane council approves fireworks MOU, multiple infrastructure contracts and zone changes

The Hurricane City Council on June 10 approved a run of agenda items including a partnership agreement for the city’s Stars and Stripes Fourth of July fireworks, a regional water conservation resolution and several design contracts and zone changes.
Council members voted to authorize an MOU recognizing Red Rock Media’s role in promoting and producing the Stars and Stripes fireworks at Sand Hollow. The MOU establishes the event name and marketing partnership; a Red Rock Media representative told the council the parties would confirm exact branding language before final signature. Councilman Hershey made the motion to approve the MOU; Councilman Thomas seconded it and the council approved the item.
The council also adopted Resolution 2025-20, the joint-agency regional water conservation plan, after a public hearing in which a resident urged the city to retain water rights. Staff emphasized the plan is a regional conservation framework and does not transfer or sell city water rights.
On infrastructure, council approved a set of consultant contracts intended to advance several capital projects: - Avenue Consultants — design services for a second access/ramp at Sand Hollow (contract amount discussed in the meeting as $607,192.92). - JUB Engineering — design services for the 100 South downtown improvement project; staff discussed adding limited scope for 200 West as a supplemental task. - Sunrise Engineering — feasibility study for the Paah Tempe/Virgin River Canyon trail (state-funded planning grant) and a separate design contract for 650 South. - Rosenberg Associates — design services for 1400 West (approval was conditioned on final review by the city engineer and attorney).
The council also approved a cooperative procurement with UDOT to address drainage at the SR-7/Sound Hollow interchange, with UDOT contributing $300,000 toward the work, and it approved a cooperative agreement to allow the city to exchange previously awarded federal aid for state funds for the Purgatory Road project so design and right‑of‑way work can proceed.
Zoning actions included unanimous approval of ZC25-18 (505 South Sand Hollow Road, to allow limited RV sales and rental use associated with the Jellystone/Glampers Inn resort) and ZC25-19 (a small-lot residential integration near Mountain View Drive). Each zone change will advance to the site-plan process and any applicable staff conditions.
Votes were taken by voice or roll call as required for financial items. Where staff noted follow-up, the council requested final contract documents and standard attorney/engineer review before execution. No contested vote outcomes were recorded on the approved items; several matters of policy and infrastructure sequencing were held for separate discussion later on the agenda.
