Staff explained that the updated study increases the modeled capital for growth from about $29 million to roughly $36.7 million by adding two substations and localized transmission to serve new development around the hospital, SR‑9 corridor and other growth areas. Staff said the change reduces the percentage of capacity the city is supplying (because localized capacity is added) and thus had only a modest per‑connection impact in the proposed fee schedule.
A board member moved to approve the impact-fee analysis and capital-facility plan as presented; another seconded the motion and the board carried the recommendation by voice vote. Staff noted the ordinance process requires a 30‑day public notice period before council action and an additional 90‑day wait before any change would take effect.
Board members asked whether projected completion dates could accelerate and staff clarified that dates shown in the study are estimated completion dates and that construction timing depends on ordering equipment and project sequencing.
The board’s approval is a recommendation to the city council; if the council acts, the amended impact-fee schedule and capital plan would become part of the city's impact-fee and reimbursement framework.
