Bicknell council adopts extended-stay ordinance and sets licensing fees

The Bicknell Town Council voted Oct. 2 to adopt an extended-stay ordinance and to add a fee for extended-stay licenses to the town fee schedule.

The ordinance, which the council discussed at a prior work meeting, was moved and seconded and passed by roll call. Chair (Speaker 1) announced, "So ordinance passes unanimously." The council then debated the licensing fee before adopting a fee-schedule update.

During the fee discussion several figures were raised. Speaker 4 summarized the version the council accepted: "Initial application fee is 1000 dollars renewal is $200 per room." Multiple council members had earlier referenced other amounts during deliberations, but the motion to update the fee schedule passed after a motion by Speaker 4 and a second by Speaker 5.

Council members said the fees were intended to make extended-stay licenses substantive rather than routine; no amendment tying the fee directly into the ordinance text was recorded at the meeting. The council recorded the procedural vote to adopt the fee schedule and the ordinance at the same meeting.

Next steps: staff will update official fee tables and licensing forms to reflect the newly adopted schedule and the ordinance. The council also discussed follow-up items such as licensing application procedures and notification requirements but did not set a separate timeline at the meeting.
