Staff told commissioners the mixed-use commercial proposal spans commercial and agricultural zoning on the parcel but meets conditional use criteria with conditions: obtain a business license, install perimeter fencing around commercial uses, construct durable dust-controlled driveways and parking, provide required retail parking (one parking space per 225 sq ft of retail), remove or not store junk/solid waste on the property, comply with county noise ordinance operating hours, and obtain any required stormwater construction permits and fire marshal approvals (hydrant waiver if necessary). Staff noted Fruitland Water would provide culinary water and Tri County Health must approve wastewater facilities if required.
Applicant Danny Brannigan and nearby residents described local benefits, including jobs and convenience for suppliers. Commissioners moved, seconded and approved the permit on voice vote. Staff said the applicant must still complete permit steps and that the county will inspect compliance.
