Council approves several infrastructure agreements and a storm-drain change order

Gunnison City Council approved several infrastructure actions on its agenda, including reimbursement agreements for private improvements, a waterline agreement with a property owner, and a change order to a storm-drain project.

The council accepted a reimbursement agreement with John Mogo for West Hills Estate Phase 1, which protects a developer who installs utilities and permits potential future reimbursement when others connect. The motion passed unanimously.

The council also approved a reimbursement agreement with A and M Builders tied to improvements along Veterans Way; during the roll call Councilman Warner declared a conflict of interest and abstained, and the motion passed with the remaining votes.

On water infrastructure, council approved an agreement with J and J Farms that leaves an existing private line under private ownership and maintenance while requiring city meters and city billing for any future connections. Council members raised a question about a meter 'neck down' (a 2-inch meter feeding a 4-inch line) and clarified the property owner would bear upgrade costs if needed.

Council approved a storm-drain infrastructure change order adding an additional catch basin and piping changes and extending sidewalk work; staff estimated roughly $39,000 in additional costs on two items with a net effect near $20,000 and said the city has the storm-drain funding to cover the change order. The motion passed by roll call.

Each approved agreement instructs staff to finalize contract language, coordinate on meter or construction detail adjustments with property owners, and return with any additional items requiring council consideration.

Next steps: staff will finalize and sign the reimbursement and waterline agreements and proceed with the approved storm-drain changes and on-site coordination.
