The Dardenne Prairie Planning and Zoning Commission on Oct. 8 voted to recommend approval of a conditional use permit for OTR Liquors, a packaged liquor store proposed in a C‑3 retail commercial zone.
The applicant said he purchased the building in July 2025 and intends to convert two tenant spaces into a roughly 3,600‑square‑foot packaged liquor store with groceries and nonalcoholic drinks, tobacco products and packaged alcohol sales. He said sampling under a separate tasting license could be pursued but the store will not sell alcohol by the pour.
Staff confirmed the site is zoned C‑3 retail commercial and that the proposed packaged liquor use is allowed with a conditional use permit under the zoning code. After discussion, the commission conducted a roll‑call recommendation vote that resulted in a 3–2 tally in favor of recommending approval. The commission recorded the recommendation and scheduled the matter for a Board of Aldermen public hearing the next Wednesday at 7:00 p.m.
The commission’s recommendation is advisory; the Board of Aldermen will hold the formal public hearing and vote.
