City staff told the Planning and Zoning Commission on Oct. 8 that Dardenne Prairie is implementing a one‑year moratorium on new multifamily housing applications that took effect July 2 while the city reviews development standards and infrastructure capacity.
Kathy (staff) described the moratorium as a pause to "review and update standards to ensure any future development aligns with the city's vision, infrastructure capacity, and community expectations." The commission held a public hearing earlier in the meeting to gather resident input as part of that process.
Several public commenters urged stricter application of existing ordinances and cited concerns tied to prior multifamily approvals. Resident Cheryl Bratton criticized PUD usages and said, "The board... awarded $68,000,000 worth of incentives awarded to the developer," a claim not resolved during the hearing. Commissioners said they will solicit more targeted feedback from stakeholders — including public utilities, schools and police — and review a draft community survey included in the meeting packet with the intent to finalize it at the November meeting and send it to stakeholders (target mailing Nov. 1).
The moratorium does not itself change the underlying zoning code; it pauses new multifamily applications while staff compiles technical input and community feedback. The commission encouraged commissioners and residents to forward suggested survey questions to staff for incorporation before the next meeting.
