City administrator outlines election filing dates, compressed FY25 budget timeline and permit refunds

City administrator Kathleen provided several administrative updates near the end of the Nov. 6 meeting.
She said the municipal election filing period for mayor and three aldermen for the April 8, 2025 election will follow local practice, with candidate filing open Dec. 10 through Dec. 31; she recommended City Hall close Dec. 23–27 and keep office hours on Dec. 31 to allow filings by the 5 p.m. deadline.
On the FY25 budget, Kathleen proposed a compressed schedule: department requests due Nov. 15, a work session on Nov. 20 to review priorities, first reading of the budget Dec. 4 and a second reading and adoption Dec. 18 so the budget can take effect Jan. 1. She asked aldermen to submit RBAs and documents promptly.
She also reported staff found and corrected a calculation error in building permit fees. After consultation with city attorney John Young, staff were advised to issue refunds for overpayments if requested by permit applicants.
Other items: the STBG urban program agreement for Post Road Phase 2 was listed as an upcoming administrative action. Kathleen closed by reminding aldermen to copy her on RBAs to streamline packet assembly.
