During staff communications, Speaker 6 asked the board for direction on Transportation Alternatives Program (TAP) and Surface Transportation Program (STP) grant priorities, noting that grant calls and submittal seasons come quickly in February and that preparing applications is time-consuming. "There's a lot of moving pieces as you all know with Weldon Spring Road," Speaker 6 said, and staff recommended breaking large projects into phases to improve chances for funding.
Speaker 6 reported final plans for Town Square Boulevard will be submitted to the Missouri Department of Transportation (MoDOT) this week and that, after MoDOT approval, the project could go out to bid within several months. Post Road design work is ongoing and staff have met with the property owner and Walmart to address right-of-way and easement issues.
On Weldon Spring Road, staff and aldermen discussed that phased construction—similar to the Post Road approach—is likely the only viable option, given scale and funding constraints. Speaker 6 estimated a 5–6 year process from design through completion, including right-of-way acquisition and easements, and emphasized that the city expects significant match funding from county partners (about a 90% contribution toward match in places). "It's from start to finish on something like Weldon Spring Road is probably a 5 to 6 year process," Speaker 6 said.
Board members asked staff to return with prioritized project lists so applications can be prepared over the holidays and early January, aiming to avoid last-minute panics during the submittal window.
