The Board of Aldermen voted to approve an ordinance authorizing the city to enter an agreement with Southern Construction Company (with Dauphin Incorporated referenced in the contract documents) to perform Carl Junction waterline improvements at a contract price of $2,496,320.20. The ordinance authorizes the mayor or city administrator to execute the agreement on the city’s behalf.
Staff described the scope as a substantial replacement and improvement project. “It replaces some old 2 inch and 4 inch lines,” said Steve, summarizing the work, and added that the project will also install new meter sets and connections to homes. Staff noted the city has historically treated the private service line between the right-of-way and the house as the homeowner’s responsibility and said that practice would continue unless council directs otherwise.
The measure was placed on first reading by a motion from David and a second from Walter. It was then put on second reading (moved by David, seconded by Carol) and finally put on final passage by a motion from David, seconded by Bob. The council voted 7 in the affirmative with 1 absent; the ordinance was recorded as ordinance number 2539.
Council members asked procedural and homeowner-liability questions during the discussion; staff responded that while some jurisdictions assume responsibility for laterals, Carl Junction will continue to treat those private lines as the owner’s responsibility unless the council changes policy. Staff also noted financial coverage and confirmed the project has been budgeted or is covered as previously approved in bids.
Next steps: Staff and the mayor/administrator will execute the contract documents and proceed with project scheduling and implementation in accordance with the contract.
