Planning Commission forwards two ADU ordinances to City Council

The Sunset Planning Commission on Nov. 13, 2025 voted to forward two companion ordinances on accessory dwelling units to the City Council for public hearing.

Presiding officer (Unidentified Speaker 1) summarized the items as Ordinance 2025-05, "removing chapter 12 internal accessory dwelling units from title 10 of the Sunset City Municipal Code," and Ordinance 2025-06, "adding chapter 12, accessory dwelling units to title 10 of the Sunset City Municipal Code." The commission combined the two public hearings and then closed them after noting there was no public in attendance to comment.

"There's nobody in our vicinity," the presiding officer said during the hearing close. After procedural motions, a commissioner moved to forward Ordinance 2025-05 and another seconded; the commission then moved to forward Ordinance 2025-06 under a separate motion. Both motions were approved and the chair said the items "will move on to City Council public hearing."

Why it matters: The measures reorganize how accessory dwelling units are addressed in Sunset's zoning code — removing a chapter described as "internal accessory dwelling units" and adopting a new, consolidated chapter for ADUs in Title 10. No members of the public testified at the planning commission level; Council review and a City Council public hearing will be the next opportunity for public input.
