Council also authorized repairs to a city Ford pickup (noted as an F-550) "up to the amount of the bid that has been presented, or if there's another bid that is comparable or smaller," citing the need to have the vehicle ready for winter. Council members discussed procurement rules requiring three bids for expenditures over certain thresholds and agreed to confirm whether older bids remain valid before awarding work.
Funding and reimbursements: The mayor reported that the JUAB special district has appropriated $13,500 for security cameras and $2,900 for street lights; the city has paid for some work and will be reimbursed by the district. Council instructed staff to confirm bids and move quickly to complete reimbursable work.
Other business: The council approved the consent agenda (minutes, treasurer's report and claims) and adopted a schedule of remaining meetings for the year (Oct. 27, Nov. 10 and Dec. 8). The council then voted unanimously in a roll-call vote to go into executive session "for the discussion of the character, professional competence, or physical or mental health of an individual." The public portion of the meeting then concluded.
