River Heights P&Z approves minutes, elects leadership and assigns ordinance follow-up

The River Heights Planning & Zoning Commission convened Jan. 13, adopted the Oct. 14, 2025 minutes and the current meeting agenda, elected leadership for 2026 and assigned several follow-up tasks.
Unidentified Speaker (S2) moved to adopt the minutes and the Jan. 13 agenda; the motion was seconded and carried by voice vote. The commission then accepted nominations for chair and vice chair after the sitting chair said he was stepping back from chair duties; Keegan Ryan was nominated for chair and Nora Cooley was nominated for vice chair, and both nominations were approved by voice vote.
The commission reviewed a sign-ordinance draft sent back by the City Council and agreed to assign a commissioner and staff to benchmark and clarify definitions for “portable” versus “temporary” signage. Commissioners also began a detailed discussion on accessory dwelling units (ADUs) and directed staff to compile sample language from nearby cities. The meeting included a status question on the Heritage Holdings PUD and a reminder about dog-license timing.
The commission adjourned after assigning the follow-up work. No zoning ordinance changes were approved at the meeting; the body’s actions were limited to procedural approvals and research assignments.
