The Lewiston Planning Commission tabled a short-term rental business-license and conditional-use application from Synergetic Solutions (applicant Keith Morris) for a property at 61 Park Lane to allow staff to draft conditions and to give absent members time to review.
Staff explained the city is developing a short-term rental ordinance that will take several months to complete and that, in the interim, short-term rentals require conditional-use approval. Commissioners discussed common conditions used elsewhere, including a maximum-occupancy limit (commonly two people per bedroom), off-street parking requirements (suggested one vehicle per bedroom), a local contact for complaints, and proof of Utah State tax identification for transient-lodging tax remittance. Commissioners also noted the city currently follows the county’s time-based noise constraints in practice.
An applicant representative said they were prepared to list the property on short-term rental platforms by January. Staff proposed sending the applicant a written list of the conditions discussed and returning the matter to the commission at its next meeting. "We're probably not quite ready to vote on the conditional use tonight," a staff member said, recommending that conditions be drafted and circulated. Speaker 4 moved to table the application until the January meeting so the full commission can consider the draft conditions; Speaker 3 seconded and the motion passed by voice vote.
