Supervisors discuss road-damage policy, drainage tile verification and approve Lion Energy crossing permit

Supervisors spent substantial time on operational issues including a draft policy to charge landowners or contractors for road damage, multiple drainage matters, and a permit for wind-turbine repair.

On road damage, supervisors discussed setting a threshold for when county costs would be billed back to landowners or contractors. Participants weighed a starting threshold of $1,000 versus $1,500 to cover materials and operator time. "So basically 2 loads. So then 3 loads for 1,500," Speaker 2 said while tallying estimated material and trucking costs; supervisors asked staff to draft a written policy to include cost thresholds and guidance about overtime charges and exemptions for weather events.

Drainage business included approval of prior drainage minutes, setting public hearing dates for completion reports (lat 10 at 09:30 and lat 30 at 10:00 on Jan. 26), and a detailed field discussion about locating buried tile lines where contractors had exposed or broken sections. Staff recommended on-site verification when mapping or contractor potholing raised uncertainty.

The board approved a drainage crossing permit for Lion Energy 25-18 so the company could repair a wind turbine with no county tile crossings noted; the motion passed by voice vote. Separately, supervisors discussed a larger issue of outstanding detention-center bills and intercounty billing pressures but took no formal action on cost allocation at this meeting.

Next steps: staff will prepare a written road-damage policy for board review, finalize drainage public-hearing notices and coordinate on-site verification where tile location remains uncertain.
