City Administrator Kathy reported a request to amend the professional services agreement with HR Green for construction inspection services on the Stump Road project.
Kathy said HR Green initially requested $39,688 to retain an inspector on-site 30 hours per week for the remainder of the project after unexpected utility issues and delays extended the schedule by approximately three months. Public Works supervisor Phil Toll and staff proposed supplementing HR Green's inspector with 15 hours per week of in-house inspection by Phil and 15 hours per week by HR Green, which reduced the requested change order to $7,951 that would be funded solely by the city of Dardenne Prairie and not reimbursed through the grant.
Kathy said, "He's qualified to perform the work necessary and fortunately at this particular time he can redirect his time, so we're proposing that 15 hours a week of Phil's time and 15 hours of HR Green." She told the board the total authorized compensation to HR Green for construction and inspection services would increase to $246,186 and that the city's total cost for construction inspection services would total $36,539.20. She said the project is about 85% funded by East West Gateway and the Saint Charles County Road Board, and the supplemental $7,951 would be paid by the city with no grant reimbursement.
The item was presented as new business (item 1) and staff indicated the amendment ordinance will be on the agenda for board action; the transcript did not record a formal roll-call vote on the amendment during the work session. The board discussed supplementing consultant hours with city staff to reduce costs and keep inspections on site as the schedule extended.
Next steps: The amendment ordinance will appear on the board agenda for formal action; city staff will proceed with the proposed staffing plan if the board approves the amendment.
