Boulder Board of Canvassers unanimously certifies Nov. 4 election; Cheryl Cox elected mayor

The Boulder Board of Canvassers unanimously adopted a resolution Nov. 13 certifying the Nov. 4, 2025 municipal election and accepting the county-certified returns, Election Officer Elizabeth Julian told the board.

Julian said Boulder had 193 registered voters and that 155 ballots were issued; 154 ballots were counted locally, representing an 80.31% turnout in Boulder. At the county level, Garfield County reported 1,856 active voters and 1,135 ballots counted, a 61.2% turnout. Julian said county clerks reconciled ballots issued, received and counted and audited tabulation in accordance with Utah law.

The results presented showed Cheryl Cox received 51.32% of the mayoral vote (78 votes) and Conrad Jepsen received 48.68% (74 votes) from 152 total mayoral ballots reported. In the council race, Lacey Lee Allen received 29.73% (88 votes), Tina Carlson 26.01% (77 votes), Michael Verne Wells 20.61% (61 votes) and Gladys H. Lafever 23.65% (70 votes). Julian said all provisional ballots issued (4) were counted.

Julian described challenge and cure statistics provided by the county: six envelopes with signature mismatches, one unsigned envelope, 20 challenged ballots in total, and seven curable ballots that were not cured. She explained the use of cure letters to allow voters with disabilities to affirm circumstances such as Parkinson’s disease or stroke.

Julian asked the board to adopt resolution R2025-6 to certify the canvass report. Board member Josh moved to adopt the resolution; John seconded. In a roll call vote Gladys, Josh, John, Andre and Conrad each voted yes, and the board adopted R2025-6 unanimously.

"The general election, which took place on 11/04/2025, resulted in the election of the following candidates," Julian said as she read the certified winners and next steps. She told board members the signed results, resolution and certificates of election will be posted to the Boulder Town bulletin board and website, the statewide portal and the Utah public notice site, and filed with the lieutenant governor and the county clerk within 10 calendar days.

Board member John offered a public commendation of Julian’s work: "I would just like to have on the record, a thank you from to our town clerk Elizabeth for the excellent job she did as an election officer and her diligence in following up with all the lieutenant governor's requirements and state law requirements for the canvass." The meeting adjourned at about 6:12 p.m.
