The Florissant City Council on Jan. 12 approved a package of formal actions including two proposed charter amendments to be submitted to voters, several appointments, and a set of administrative resolutions and first‑reading bills.
The council passed Substitute Bill No. 10157, an ordinance that would submit a ballot proposition to amend Article 6 (sections 6.3, 6.4, 6.8 and 6.9) of the city charter to eliminate the purchasing officer position, clarify appropriation requirements and provide that purchasing procedures be established or modified by ordinance. The bill was approved and became Ordinance No. 9152.
Council also passed Substitute Bill No. 10158, an ordinance to submit a proposition amending Article 9 of the charter to remove existing provisions governing public improvements and instead provide that procedures governing public improvements and special assessments be established or modified by ordinance; that measure became Ordinance No. 9153.
Under new business the council appointed Tayah Rodriguez to the Parks and Recreation Advisory Board and the mayor’s appointment of David Laferriere to the Senior Commission was approved by voice vote.
The council accepted an application to transfer Special Use Permit No. 9030 from Gossip Pasta LLC to Circle Empire LLC for a restaurant at 557 Houdershell Road; the motion carried and the action is recorded as Resolution No. 1076. The council also adopted a resolution to change the city’s employee benefit program (the transcript references RSMO 70655 in that discussion) and voted to endorse St. Louis County’s grant program for waste reduction efforts.
