Carl Junction council rejects request to extend city water to proposed Mitchell subdivision

Carl Junction’s Board of Aldermen declined to approve city water service for a proposed subdivision associated with Mitchell during its Jan. 20 meeting, citing engineering and fiscal concerns.

City staff described a 2023 lift-station cost estimate of $776,000 and told the board that, with projected lot counts requiring more than 60 lots and difficult topography, tying the development into the city sewer system was not financially feasible. "It literally becomes financially unfeasible," a staff speaker said during the presentation.

Council members raised precedent and fairness concerns. Councilmember Carol argued that granting water service without annexation would create a precedent whereby future developments could seek city utilities without contributing to the tax base or meeting annexation requirements. Other members reiterated that the council has a standing policy to require annexation for utility extensions and said allowing isolated hookups could leave the city with service islands and unfunded liabilities.

After discussion, a hand vote on approving water service for Schubert/"Mitchell" was called; the motion failed with seven opposed and none in favor.
