County staff present MIPS contract and plan for mass appraisal work; board to have county attorney review

County assessment staff and Derek Nieder Klein of MIPS presented a proposed agreement Jan. 7 to perform residential and commercial property reconfiguration and mass-appraisal services for Beatrice and the county’s commercial property class.
Derek said MIPS converted existing data into the company’s structure and recommended a contract for the larger-scale commercial work. He described door tags with QR codes, iPad field work, photographs and measurements and real-time review by staff in Lincoln to reduce human error. "It's a process that the law requires, that assessments comply with professionally accepted mass appraisal standards," Derek said, describing the approach as consistent with state practices and Marshall & Swift valuation structures.
Supervisors discussed the protest process and how the system will calibrate values using sales and condition inputs; the board asked the newly appointed county attorney to review the proposed contract before it returns to a future agenda for formal action.
