Council received a report from a staff-and-employee committee that has begun revising Beaver City’s personnel policy manual. Committee chair Boomer told the council the group met with nine employees and covered the manual’s introduction and sections 1 and 2, proposing clarifying edits on appointed-employee language, notification when changes are made, and chain-of-command expectations.
Committee members recommended the council adopt changes in sections or "chunks" (for example, three resolutions to cover the full manual) rather than attempting a single comprehensive resolution. Council members said they support the collaborative process and suggested prioritizing a small number of high‑priority employee concerns (sick time, PTO, comp time) while keeping the manual a living document.
Finance staff also said a URS audit requested temporary documentation clarifying that certain appointed officials are considered full‑time employees; Patty (finance) agreed to draft that letter for immediate submission to the audit team and to include it in the committee’s first resolution package.
Committee chair Boomer will report back with the committee’s preferred adoption approach and the formal text of proposed changes. Council members asked that the committee present any edits that would be contentious so the council can respond quickly; Boomer will return with the committee’s recommendation on whether to pursue three resolutions that together would complete the manual.
