Planning staff explained the city’s monthly reporting obligations to the Washington County Water Conservancy District and that approving the plat adds preliminary lots to the district’s planning numbers; staff flagged that the district had not specifically planned for these lots in its 20‑year plan. Commissioners raised safety concerns about sight distance for Lot 1 onto 1100 West; staff recommended the final‑plat notes show an AASHTO sight‑triangle/no‑build zone to protect visibility and recommended conditions be met on the final plat.
A motion to approve the preliminary plat subject to staff and JUC comments was made and carried by voice vote. Staff will review construction drawings and verify public improvements, stormwater and sight‑triangle requirements during final review.
