The Hurricane City Planning Commission voted Sept. 25 to approve the preliminary plat for The Vineyards of Elam Valley (PP25‑14), a proposed 32‑lot single‑family subdivision east of Jellystone Road and 3400 West, with final conditions to be satisfied through staff and JUC review.
Agent Carl Rasmussen presented an updated plat and said the outstanding condition from the initial review—the abandonment of Flora Tech Road—had been resolved, enabling staff to recommend approval. Staff and the applicant discussed phased construction; staff said utilities are in place for the first phase and that the applicant is expected to address JUC comments in construction drawings.
Commissioners asked about private streets, gated communities and connectivity to adjacent parcels; staff said gated/private streets had been eliminated and that future phases shown on the conceptual map are not part of the current approval. A motion to approve the preliminary plat subject to staff and JUC comments was made and carried by voice vote.
The commission’s action approves only preliminary platting; construction drawings, public improvements and final platting remain subject to staff review and to meeting required conditions.
