Council approves sidewalk grinding PO, grants extended-absence consent and names mayor pro tem

River Heights City Council approved several operational items Dec. 16: a purchase order for sidewalk grinding for the 2025–26 fiscal year, consent for Councilmember Chris Milbank to be absent from the city for more than 60 days and retain his seat, and the temporary appointment of Councilmember Lance as mayor pro tem.
Public works director Clayton Nelson explained the sidewalk program: the city budgeted $15,000 for grinding and limited replacement and historically spends about $11,000–$12,000 on this line item each cycle. Council members discussed mobilization fees, project maps, and scheduling; staff said the contractor provides a detailed map and an itemized scope and that the mobilization charge is part of the locked-in total. A motion to approve the purchase order passed by voice vote.
On personnel items, the mayor sought and obtained council consent to allow Chris Milbank to be absent for more than 60 days while continuing to fulfill duties remotely; the council recorded consent on the record. The council then accepted nominations for mayor pro tem: Lance was nominated, seconded and voted in to serve as mayor pro tem while Milbank is away.
What’s next: Public works will issue the purchase order and the contractor will schedule grinding in spring or earlier if weather permits. Staff will note the mayor pro tem change in council records and update meeting assignments as needed.
