Council hears staff updates on impact fees, Google Fiber and stormwater project

River Heights City Council members used their Jan. 6 meeting to review several staff reports and upcoming items on the council calendar.
Recorder Sheila Lind reported the consultant’s impact-fee analysis is nearing completion and currently under review by a staff reviewer named Eric. Lind said the council will likely hold a meeting to review the study and then schedule a public hearing for adoption. She reminded the council that, per the study, the fees may be adopted at or below the consultant’s recommendation but not higher.
Council member Lance Pitcher said Google Fiber asked to delay its presentation until Jan. 20 because pre-engineering work is incomplete and the city attorney has not yet cleared the proposed license agreement. Pitcher said the company’s materials are in the shared drive and staff expect to return with a negotiated license for council consideration.
On infrastructure, council members reported progress on the Orchard Drive stormwater project: city staff have ordered necessary pipe and parts and, weather permitting, construction on 10th East and Orchard will begin once materials are staged. Staff said the project is behind schedule but moving forward.
The mayor also noted a Connect Transit representative appointment will appear on the Jan. 20 agenda, and the council was reminded of routine year-end tasks such as W-2 distribution and scheduling.
Next steps: the impact-fee study will be circulated for review and scheduled for a public hearing; Google Fiber’s presentation is rescheduled for Jan. 20 pending legal and engineering review; staff will advise the council when Orchard Drive construction is ready to begin.
