Resident seeks guidance on written protests for South Cache Valley Recreational Special Service District hearing

Resident Tracy Bodreiro told the council that a public hearing is scheduled for Jan. 7, 2026 on creating a South Cache Valley Recreational Special Service District and said she prepared sample written protest forms for voters and property owners. Bodreiro read a sample form and asked what elements are required to make written protests legally acceptable.
She cited the notice language that post‑hearing written protests must be submitted within 60 days and that valid protests can be made by either at least 25% of registered voters within the district or owners of at least 25% of private land area (amounting to at least 15% of the value of private real property within the district). Bodrio said she would make sample printed forms available for residents to use and asked whether legal counsel could review them before the hearing.
City staff said they will have the city attorney review the sample forms and provide guidance so residents are clear on what must be included in a valid written protest. The council encouraged public comment at the Jan. 7 hearing and reiterated that both oral protests at the hearing and timely written protests within the statutory period will be part of the record.
