Highway superintendent says county PASER scores rose; good roads up to 60%

The county’s highway department reported improved pavement condition ratings in a briefing to the Blackford County council on Dec. 17. Don (highway staff) said the county’s average PASER rating increased from 7.4 in 2024 to 7.7 in 2025, and that the portion of roads classified as “good” rose from 53% (171 miles/sections) to 60% (194 miles/sections). He said fair roads dropped from 36% to 31% and poor roads fell from 10% to 8%.
Don attributed much of the improvement to recent paving projects in the Wind section; he explained that asphalt roads are automatically rated higher, noting that “those asphalt roads were automatically rated as a 9,” which aided the overall PASER average. He also said the PASER score affects eligibility for some state grants and that maintaining a higher PASER rating supports grant applications.
Council members thanked the highway staff for the update. No formal action was required; the briefing served as an informational report and context for future budget and capital projects.
