Blackford County council reorganizes leadership, approves 2026 salary amendment and several reinstatements

The Blackford County Council reorganized its leadership and approved changes to the countysalary ordinance at a Jan. 7 meeting, and also approved several personnel reinstatements and reappointments.
The council opened the meeting with nominations for president and vice president, moved and seconded the appointments and then declared the council organized. The clerk noted upcoming meetings and a courthouse closure for Martin Luther King Jr. Day.
In a substantive agenda item, staff clarified wording in the proposed 2026 salary ordinance, explaining the intended compensation framework as a $1,000 matrix adjustment plus $10 per year of service. Council members agreed the clarification would be recorded as an amendment to the original salary ordinance and proceeded to a vote that the transcript records as 6to0 (yestono), approving the ordinance as amended.
Separately, public works staff told the council a truck driver plans to resign Friday to relocate; the county asked to reinstate that driver position to maintain nine drivers. The council moved to reinstate the position and the transcript records an approval (tally recorded as 6to0). Staff also presented two commissioner-appointed positions that were open following internal promotions; the council approved the suggested reappointments and discussed amending Resolution 2022 R3 to exempt ordinance-mandated appointees from recurring reappointment procedures.
On routine business the council approved minutes from the Dec. 17, 2025 meeting (vote shown in the record as 4to0), and financial reports for December were presented. No additional appropriations or transfers were requested.
Council members said they will work with staff to draft the proposed amendment to Resolution 2022 R3 and return with language for future consideration. The meeting adjourned after brief procedural business.
