The council voted to transfer $200,000 into the county's rainy day fund after the clerk reported an ending cash balance of $3,022,553.28. The transfer was moved, seconded and adopted by roll call.
Council members also approved an appropriation of $223,750 to address ambulance and EMS billing issues after staff explained an attempted fraud on a 2024 check had created a timing shortfall in 2025’s budget. The roll-call record shows a majority vote in favor with one recorded dissent.
A juvenile-detention official (referred to in the meeting as "Judge Biden") requested an additional appropriation to cover several extended stays in secure facilities; the council agreed to a $5,000 request for immediate billing and discussed a roughly $4,000 future bill that could be covered in next year’s budget.
The Blackford County Historical Society asked for special funds for its 2026 allocation after administrative confusion prevented earlier filings; the council moved to provide the requested support (the transcript references $2,000 for the society).
Council members also debated and then approved a set of budget transfers, and discussed available ARP/ERP federal funds with a remaining ARP balance reported at about $265,346.53. The council approved all transfers as presented by roll call.
