Midway updates municipal noticing rules to reduce reliance on printed newspaper notices

Councilmember Katie outlined the proposal and said the action responds to the county newspaper’s closure last year. The planning commission recommended the change. Staff noted the city currently budgets several thousand dollars a year for newspaper notices and that the ordinance will not prohibit the city from using a newspaper when it is an appropriate vehicle.
Council discussion noted that the change does not reduce state‑required posting and that staff will continue using multiple notice channels (web, posted locations, mail) to reach residents.
There was no public comment for this item; council recorded an approving vote and staff will return final ordinance language for publication.
