Kevin Adam, Director of Baxter State Park, summarized the park's unique legal status as a charitable trust holding 209,644 acres (including Mount Katahdin), and described operational goals, staffing (70 positions including 24 year‑round), visitor levels and funding sources (user fees, wood harvest income, donations; no reliance on general fund). Adam highlighted emerging issues including climate impacts, invasive species, infrastructure and staff recruitment.
Commissioner Amanda Beal presented DACF's departmental GEA. She noted the PFAS response fund (approx. $60 million) is administered from the commissioner's office with a five‑year plan running through 2028 and that about one‑third of the fund is already encumbered. Beal highlighted bureau priorities: $50 million ARPA investments in state park infrastructure, aerial fleet modernization for wildfire detection, invasive species work, support for food security and drought‑resilience programs (Healthy Soils, Drought Relief), and continued attention to recruitment and technology modernization. She described interagency coordination on climate and natural working lands and noted challenges from federal personnel reductions that could shift additional responsibilities to state agencies.
Committee members asked clarifying questions about advisory representation for Baxter State Park, the scope of the PFAS fund and the department's land conservation metrics. DACF provided follow‑up offer to supply additional data on youth engagement, conservation easements and operational profiles.
