Ron Stewart of Gilbert and Stewart CPAs presented the city’s fiscal‑year audit for the year ending June 30, 2025, saying the financial statements "present fairly in all material respects" and describing the audit as an unmodified (clean) opinion. Stewart told the council auditors tested confirmations, invoices and analytical reconciliations and found controls were designed and operating effectively.
The council moved to approve the audit after the presentation; a roll‑call vote recorded affirmative votes from council members listed in the meeting attendance and the audit was approved. Mayor and council members thanked staff—Ruth Ann and others—for preparing documentation used by auditors.
The council also approved several routine operational items. It voted to purchase a deck/drawer system for a city truck for $1,593.52 from T and T Lighting, funded from the vehicle‑maintenance budget. The motion passed by roll call. Council approved payment of the city’s bills for December 2025 and approved corrected minutes for the Dec. 4, 2025 meeting with one editorial correction noting a speaker was not a plaintiff in a lawsuit as originally recorded.
During the meeting the council voted to move into a closed session to discuss pending litigation and personnel matters and later returned to open session. The open‑session record states the closed session covered those topics but no confidential details were disclosed in open session.
The meeting adjourned after routine signatures and staff follow up items were assigned. The council asked staff to circulate audit documents and the draft dark‑sky ordinance for public review ahead of future work‑session consideration.
