Tax committee to send memo to GOC on OPEGA evaluation parameters for three tax expenditures
Summary
Members reviewed three OPEGA evaluation parameter documents and asked staff to send a short memo to the Government Oversight Committee suggesting comparative benchmarks (Maine before/after and other states) and clarifications for performance measures.
At the end of the meeting the committee reviewed draft evaluation parameters OPEGA will use to review three tax expenditures and discussed whether the proposed performance measures capture what the committee wants evaluated. Representative Sayre and others suggested adding benchmarking to compare Maine’s outcomes before the tax expenditures existed and to compare states with and without similar programs to better assess whether the tax expenditure changed behavior.
Committee members generally supported the documents but asked staff to include a short memo to the Government Oversight Committee with suggested clarifications and emphasis on comparative benchmarks before GOC’s meeting at 09:30 the next morning. Chair Rechowski and analysts agreed to prepare and expedite the memo.
No formal vote was required; staff were asked to coordinate with the chairs and submit the memo to GOC by the requested deadline.
