"We are $1,300 short on Wreaths Across America," the moderator said, noting repeated requests from organizers. Staff (Speaker 8) said the payment is discretionary: "It's not our obligation. It's the Wreaths Across America obligation to have a certain amount. We just give them a donation." Council discussed options including paying now and making a year-end amendment or leaving it for future councils to codify as an annual allocation.
