Mount Pleasant — City staff updated the council on a recent Community Impact Board (CIB) meeting where grant funding was substantially reduced across applicants and the city negotiated to split a road project to secure funding.
Staff said the CIB proposal currently under consideration would award Mount Pleasant approximately $1,800,000 in grant funds and that the city would cover remaining costs with loan financing. The staff update noted the loan terms under discussion included a low interest rate and a multiyear schedule; staff said the recommendation will be finalized at the CIB funding meeting on Jan. 8. “Right now, the proposal is that they're gonna fund us 1,800,000 in grant, and we're gonna take the loan…,” one city official said during the meeting.
Council members discussed project prioritization for spring construction and noted that staff may need to hold a public hearing after CIB approval to comply with local procedures. Staff also said road priorities would be re‑aligned to fit the awarded funding and that further details on exact loan amounts and repayment terms would be provided after the Jan. 8 CIB meeting.
Next steps: city staff will return to the council after CIB’s January decision with final terms and any required public‑hearing schedule.
