Pool, pickleball and other capital projects out to bid; staff consider postponing openings to attract bidders

City staff told council members that the pool replacement (including roofing over the pool) and new pickleball-court projects were out to bid but that some general contractors had flagged the short lead time.
"We had 12 general contractors that showed up" for a required site walk, a staff contact (Speaker 12) said, but three said they might withdraw because estimators were not available during the holiday window. Speaker 12 said the consultants were considering a short postponement to allow more competitive bids, acknowledging the risk of pushing the start into a later season.
Councilmembers urged caution about unnecessarily delaying the project while staff said a month-long postponement could be appropriate to secure more bidders and reduce the risk of change orders. Speaker 9 said the city expects printed bid tabulations and recommendations at the next council meeting if bid openings proceed as scheduled; staff cautioned that short timelines can cause local contractors to opt out.
Other projects reported out to bid or in design include pickleball courts, the Sky Mountain Clubhouse submittal expected in January, road projects on 1400 West/100 South/650 South, and the Sand Hollow State Park second access design. Staff also reported ongoing work on the six-court gym and noted possible scheduling issues with final completion.
No formal contract awards or votes were made in the pre-meeting; staff said they will provide bid tabulations and recommendations when formal agenda materials are published.
