Perry council unanimously approves $35,000 state grant for undercover police vehicle

Perry City Council on Thursday approved a budget amendment that adds a $35,000 state grant to the police department’s budget to purchase an undercover vehicle and related equipment.
City staff member Shanna introduced the amendment as an addition to the FY2025–26 budget, saying, "This is a budget amendment to add a grant that the police secured for $35,000, for equipment." Perry’s police chief described the award as a competitive state grant intended to support ongoing proactive policing efforts and said the department plans to use the money to buy an undercover car.
The council had brief questions about how the purchase would appear in financial reporting. Finance staff explained the city’s capitalization policy: assets that cost more than $5,000 and have a useful life longer than five years are capitalized at year-end, but routine purchases are recorded as expenses in the general fund unless put into a capital project fund. Staff also said the city previously budgets roughly $10,000 a year in grant-derived police funds and that the $35,000 award is additional, bringing total grant-related funds for police to about $45,000.
Shanna told the council the grant requires a final report to the state and that the city will be reimbursed after submission; she said no local match is required for this award. The council moved to approve Resolution 2025‑22; a roll-call counted affirmative responses for Council members Young, Walker, Osler, Wright and Tooele, and the presiding official announced the vote was unanimous.
The meeting also approved consent items, including Oct. 23 meeting minutes (staff noted work-session minutes will be presented separately), and heard reports on public works progress and a county water planning update. City staff announced a board of canvassers meeting for Nov. 18 at 6 p.m. to review tabulated election results, and staff advised the council a closed session is planned for the next meeting.
The resolution takes effect immediately as an amendment to the FY2025–26 budget; staff will return with the required final grant report in January.
