Staff clarified that foreign (out‑of‑state) entities qualifying to do business in Maine would also file annual reports and thus be captured.

Committee members sought clarity about which owners would be captured (single‑member LLCs, out‑of‑state LLCs that qualify to do business in Maine), what fields would be required (total residential units, number of occupied units, point‑of‑contact information for emergencies) and how the registry would be used (housing planning, emergency response, and policy analysis). The sponsor confirmed section 21 of the original draft required the number of residential units and the number of occupied units for each owner, and said the information is intended to help housing navigators and first responders locate and manage housing resources more effectively.

After discussion about implementation details and statutory mechanics, committee members moved to table the measure to allow redrafting in coordination with Secretary of State staff and legislative counsel; the chairs requested an updated draft that addresses foreign-entity language, the exact universe of covered entities, and the set of required fields.
