Castle Valley council reviews FEMA draft flood maps, NRCS and wildlife permit status

Council members spent significant time on hazard mapping and permitting updates, hearing that FEMA's draft flood maps for Castle Valley are nonregulatory, derived from 2020 LIDAR and not yet detailed in some side areas. Speaker 3 said the maps "are not super detailed" and cautioned that if the town later adopts NFIP regulatory maps those designations can affect mortgage and insurance requirements for property owners.
Speaker 3 also said FEMA offers mitigation technical assistance and could provide more detailed planning-level products similar to a master drainage plan; a fully regulatory mapping process (phase 2) would require separate funding and might take about five to seven years to produce elevation-detailed Flood Insurance Rate Maps suitable for ordinance adoption.
Separately, road and project staff said the town is still waiting on final reviews from NRCS and Fish and Wildlife for a solar-panel installation, and that required property waivers and contractor access remain to be completed before construction can proceed fully.
Council members said they will keep draft maps available for public review at the town lot and seek more detailed mapping where local flood events indicate discrepancies in the 2020 base data.
